Abstract
With the rapid advancement of high-throughput communication satellites, the imperative for “large capacity” and “high flexibility” has driven the emergence of flexible payloads and their associated resource management and control systems. This study comprehensively examines recent developments in high-throughput flexible communication satellites and their resource management frameworks, both domestically and internationally. It synthesizes the technical attributes and evolutionary trajectories of “flexibility” in payload design and resource management architectures, with a focused analysis of the ground-based resource management system implemented in the ChinaSat-6E satellite. Addressing the critical need for in-orbit dynamic resource coordination in high-throughput flexible communication satellites, three integrated satellite-ground resource management schemes are proposed. Furthermore, the paper elucidates key technologies essential to achieving seamless satellite-ground integration in flexible payload resource management, providing insights for future advancements in this domain.
